After a few weeks, I finally have my ENTIRE handgun app packet notarized and ready to go and will be submitting it to 1PP either Tues or Thurs of next week. Wow, am I excited. Just wanted to thank everyone on here for all the help and I'll keep you guys posted. Any last minute suggestions/thoughts?? Also any good gun shops around the area? I figure I'll take a look around while I'm out there
P.S. The packet doesnt say anything about letter of recommendations. Do we still need these. I got two notarized just in case, is this enough??

Two gunshops are relatively close by. NY Ironworks on Park Row and John Jovino's at 185 Grand Street. Ironworks is low on inventory but closest to 1PP. Jovinos looks like a gift shop but has decent inventory of new and used guns. No one will let you handle anything unless you have a valid permit, so don't be surprised by any short responses.
Good luck dude!

yes you do need the character references as our FAQ confirmed just 6 months ago after they told the guy to come back with them.

YMMV, but if I remember correctly I may have been asked to bring mine in when I went for my interview.
Was down at 1PP the other day, they've rearranged the "waiting room", sign in desk is towards the back now. Check out my conversation in the chat thread.

Yep, I actually I had to get a few more forms done, so I just ended up going today. I went in to the office, gave them my application, got fingerprinted, went to a store and then came home with a handgun no questions asked.
Then my alarm clock went off and I had to wake up this morning. :380:
I arrived at 1 PP at 10:15, which seems to be about as late as you can get there without a crowd. When I arrived there was only one person there. I sat down with the lady in the office, who looked at my application made sure everything was there and then told me to have a seat outside until she called me back in. By this time (no later than 10:30) there was about 10 people outside waiting. About 30 minutes later, she called me back in to fingerprint me, which took about 5 minutes. She then told me to have a seat again. About 20 minutes after that she called me in again, gave me my whole packet and sent me to the cashier to pay. I paid the cashier (no wait) and went back to Room 110 to drop off my application again. She gave me a receipt with my application number and told me I should receive a letter in the mail in appx 30 days telling me to call and schedule an interview. Whole process was from 10:15 to 11:35. Not too bad.
I went over to John Jovino gun shop and NY Ironworks. MY God what horrible stores. I've been to a few stores in PA and NJ, which put these places to shame. John Jovino had about 4 handguns total in the store and NY Ironworks clearly caters to LEO only as there was a sign Police only (My Court Officer buddy snuck me in) and literally had only about 20 glocks and 1 Sig with a few small revolvers also. I asked about a Beretta (specifically PX4) and the guy told me Beretta is not an approved off-duty weapon. I was like is this the twilight zone?? You know people other than cops are actually allowed to own guns??? I was thoroughly disappointed. Thank god for the San Gennaro festival otherwise I would have just been heartbroken today. BTW both gun shops told me $75 fee if I bought out of state and had gun shipped here through them. Any questions ask away

Also I cant say enough how helpful this post was Muevelo. The downloaded application leaves things out, specifically the references and the fact that you have to count a NYC Drivers license as a license issued to you by the state. I can not tell you how many poor souls I heard being told they were missing things. They were all frustrated yelling about how its not in the packet, this and that. I just smiled and told a few guys about this website. It definitely made the process a heck of a lot easier.

Hmmm, Ironworks never did transfers before. I guess times are tough and wherever a buck can be made...
If you can get out to Coliseum Guns in Uniondale, Long Island, that is a great store. Tons of inventory. Right across the street from the Nassau Coliseum. If you are City bound, head on over to the Westside Range at 20 West 20th Street. Obviously it is a range but they also sell guns and they do transfers as well. You'll have to have your permit or PA on you before they will let you handle a pistol.
Or, get your Florida concealed weapons permit (as a non-resident), then get your CT non-resident CCW (total time = several months), then go on up to K-5, Hoffman's, or one of the other gun-o-ramas in CT. Hoffman's has rentals available for use on their indoor range, as do some of the other stores.
Or, head on up to VT or NH, or head out west (really, just about anywhere outside of the northeast).
Or, hurry up and finish packing that moving truck and GET OUT OF THE STATE!

I do all my "gun shopping" at Rosebank Sports here in Staten Island and here is why:
1. The store owner actually talks to you, answers your questions and does not treat you like a POS as NY Ironworks and Jon Jovino do...the latter one wouldn't even give me a price on a gun unless I'd come in with a permit in my hand...I wonder if this guy understands that it costs close to $25 to park for a hour in the city plus tolls and gas...NY Ironworks does cater to LE only - they look at you like you're from another planet - how dare you to even ask for a gun!!! Forget about "customer service" - they don't even consider you as a customer. I understand the points about NYC being LE town when it comes to guns purchases and ordinary folks like us don't make a dent in the handgun business, but I'm sure these guys know what hell we have to go through to get our permits...one would think that they could at least look at you with a normal face. Maybe my crap-o-meter is on the sensitive side but I've been in the shooting business for the past 15 years, met with many CEOs and top executives of many gun and accessories manufacturers, shot guns from all over the world that many people here don't know exist and just because I happen to live in a communist city I still do not wish to put up with this s**t from a mediocre gun store owner who thinks he is God because he sells guns here.
2. Prices at Rosebank are competitive compared to anything I got quoted from NYC shops...true - L.I. and out of states stores are bigger, better and cheaper, but if you add shipping charge and $75 per transfer it becomes a thin margin if any...
Here is the link: http://www.rosebanksports.com/index.html
Good luck with the interview, if you're clean with the law you'll get your permit.

Thats a real relief to hear. I live about 10 minutes from Rosebank Sports and never knew about it. Thanks for the info. I just received a letter telling me to call and schedule my interview and bring a few of the things that of course are not listed in the requirements of the application packet. I called today and my investigator was not there, so I have to call back.
For one of the questions on the application I had to say that I got a speeding ticket once and was found NOT GUILTY. They still want a motor vehicle driving abstract. Cost me another 10 bucks and 2 weeks of waiting. What an unbelievable process. They need me to pay $10 and wait forever to get the records, but if they pulled me over on the street they would be able to pull everything up on their computer in 15 seconds. So annoying.

I had to do the abstract record too, but why 2 weeks of waiting? - I got mine on the spot at the Staten Island DMV... Do you live on the Island? PM me if you want.

I didnt even think to go to the DMV. I cant stand going there. I had them mail it to me from the website. It actually came 2 days later, they just said to allow up to 2 weeks. Then I called my investigator Scott at 1PP and I have an interview tomorrow morning. I wasnt expecting it to be that quick. I'm actually impressed with that. So far from the day I dropped off my application at 1PP to tomorrows interview the whole process has been 5 weeks exactly. Not as bad as I thought. I guess after tomorrow it just becomes a waiting game. Any specific things I should ask or look into?? Specifically the hunting card

The standard answer for how to store/transport your firearm:
Unloaded, trigger locked, in a locked case, ammo separate.
Ask for the hunting amendment card when you're there.
EDIT: once you get your license and first Purchase Order: don't put a mag in your firearm in the case when going to 1pp. Eject the mag or better off, don't bring a mag at all. Make sure the case you transport it in is locked AND is a hard case.

You should actually ask for the hunting card when you go in to get your permit and first purchase auth, I don't think they can issue it at the interview.
Muev- I think it is important to bring the mag in (but not in gun as you suggested). They may want to use it to see the "capacity" of the gun. They check my mag when I brought in my 1911.

Had to postpone interview until next tuesday. All the utility bills are in my gf's name and apparently the form that she signed that said she was ok with me having a gun in the house is not enough when verifying the utility bill. I needed a seperate form saying that I am a "PERMANENT" resident in "HER" household. I mean if I had any more hoops to jump through, I'd break an ankle.
As for the gun inspection I'm thinking about taking down the gun and bringing each individual part in a seperate locked case right down to the springs, along with the empty mag in a seperate case as well. I mean I wouldnt want to break any rules.

Had my interview yesterday. I was in and out of 1 PP in about 20 minutes. I signed in, two minutes later my interviewer came out and 15 minutes later I was gone. Interview was standard questions, how I would transport, the use of deadly force, if my neighborhood had high crime and a few questions about the safe keeper of the gun. Then he basically told me that I could have as many guns as I wanted, but beyond 4 I needed a safe. Told me about the 10 rd mag cap and that was it. I asked him about going to competitions outside of NYC and he told me to get the hunters amendment card when I pick up my purchase auth and that would allow me to go to ranges outside of NYC, but within NY State. He told me that if I wanted to go to a competition outside of NYS I would need to call and get special permission. He made it seem like no big deal, but I didn't wanna push too far since I havent been approved yet. From what I hear there arent many people who expect "permission to be given easily." I will have to wait until the first time this comes up, but I certainly will at one point call to "ask for permission" to completely obey the law in a state outside of the NYPDs jurisdiction.
He also said that I should receive the auth in 8-10 weeks. I dont know if this is the standard answer or if they are really picking up the pace over there. That would make my entire process just a little over 3 months. I'll be really impressed if thats the case.

My interviewing officer told me to expect a letter in 30 days, so after about 35 days I called them and after the call I got the letter in 2 days...my entire process was under 4 months and I know that many guys here waited for 6+ months...perhaps they did pick up the pace...

Careful, these "profis" may qualify some internal part of your gun as selective fire switch... :2:

I recommend everyone has a seat before reading this post.
I got home today and when I checked the mail, my letter of application approval was staring right at me! This is unbelievable turn-around based on all the stories I've heard. I dropped off the application on 9/11/09, had my interview on 10/21/09 (actually scheduled for the week before but I had to postpone) and the letter of approval is dated 11/12/09, received today 11/19/09. I can't believe it. I was actually planning to get it around January-Feb. It came in just a day over 2 months. My friend put his application in NJ about 6 weeks before me and just got his last week. So I'm real excited. I was kinda hoping to have some time to save money after christmas, but hey I cant complain!! So the letter says that I have 30 days to claim the purchase auth and then I should have 30 days from THAT DAY to make my purchase, correct? Looks like I know what my wife is getting me for christmas.

Congrats! Yes, correct. 30 days to pick up the purchase authorization. After you pick it up, you have 30 days from that date to purchase a gun, have it inspected at 1PP and placed on your license.

If you want to buy a handgun that does not come with a fired casing, is there anyway around this?? Is there somewhere you can take it to have it done for you, or are you just screwed? I've been looking in some places in PA to buy and just have transfered here, since the selection is much much much bigger out there. A lot of those stores for obvious reasons do not cater to the laws we have and are basically laughing when I ask about the fired casing. Then there are shop owners who are saying its the manufacturers choice to send a casing. For instance, one told me Beretta does not ship casings with the guns...so nobody (non-LE) in NYC owns a beretta??? What do you do if you buy a used gun, obviously those arent coming with fired casings. Anybody clear this up for me?? THANKS

I *believe* that the NY State requirement for the fired casing only applies to new handguns, not used ones. Please doublecheck though.

If it is that big of a deal to you just buy used.

I don't know the details but I do know that there is a process for FFLs to take guns that don't have a casing to have it done. A friend of mine bought a 92FS last year and had to wait a few days longer because the gun store said they had to bring it somewhere to have the casing thing done.
Just stop by any of the gun stores like Jovino's or Iron Works and let them know what you are interested in and if they don't have it, I'm sure they can order it for you.
ironchef

Ballistic finger-print fired spent shell casing is only required for new gun purchases in NYS. For used guns, no spent casing is required. I've bought guns upstate, new and used, here in NYC, new and used and that is always the process and what I am told by every shop/FFL. As suggested by NYC_FA, if its too much of a hassle, then buy a used gun. Plenty of deals out on the Internet, especially on Gunbroker. That is the only way around the spent shell casing. Otherwise as Heavyhands indicated, you will have to get the shop to farm it out and get it done at a cost and a few more days wait.
+ 1 for ironchef, only required for new guns. COBIS (whats its called) is run by the state police. If you have a new gun delivered to your FFL w/o a case, they take it to NYS Police to have it test fired for the case. The closest location is in Farmingdale. This is actually the FFLs responsibility to do. If you're having a gun transfered to them that you know does not have a case, give them a heads up, its not really a big deal.

Yup. This is especially annoying if you buy Kimber as they don't include the casing (yet their factory is in Yonkers, NY!)... This only applies to new guns. Crestfall had to have his Kimber sent out for a ballistic fingerprint which took forever.
