Appearing that the HK 45 & 45C are the evolution of their respective USP version's I was wondering if anyone might know of forthcoming Tactical Designation's?

I am not sure what your question is, however you are right, most parts are matching from the USP to the HK 45.
That is true for the full size to the compact.
I have not yet checked the barrels, but all the other parts are the same.

My apologies.
I love my Tactical USP's & I wondering if the the new version's will offer the threaded barrel & o-ring.

I just got the 2008 civilian catalog from HK and yes. The HK45's come with the o-ring and will have tactical models available. Including LEM on both the fullsize and compact.

That's wonderful, thanks. I'll wait for the factory release.
How would I order from HK for the hammer without the spurr?

The bobbed hammer comes with the LEM trigger. I don't know if you can order it by itself.
