Live in California so I can't have a Hicap. I might be trading someone my P226R for a P30 but I'd need to get locap magazines for it and can't seem to find any... anyone?

I wonder then if there's a way I can pin the magazines with some JBWeld or rivets to make them 10 rounders.

We do this for some of our 10/30 AR mags.

P2000 10/10 mags in 9mm or 40SW wouldn't work right?

It won't work as the P2000 mags will not fit inside the P30.

Hmmm... how about this, what if I buy some mag springs intended for 10 rounders for either the P2000 or USPc?

This is Dependant on of course the spring being a common part between magazines...

The only way I can see this work is, if you take a P2000 10 round magazine and shave off all overstanding plastic on the button of the magazine, so that it fits into the P30 and take a pice of wood and glue it below, so that the magazine can be pushed into the gun.
Might look ugly, but should work!

I was very sad when I left CA in '96, today I am very glad!

So if you take the bottom plastic off a P2000 mag, it'll fit into a P30? I could theoretically use JBweld up the bottom of the magazine if otherwise a P2000 mag will fit.

I'm sure you can find a way to permanently pin a P30 mag at 10 rounds. I'd go that route before I hack a P2000 mag.
