Ok so I picked up a new HK USPc in 9mm from someone on the internet, he told me it was a NIB 2007 model, but when I got it, it was a new in box 2003 model. When I got it I noticed that the finish was pealing off the extractor, and there are some discolorations on the slide. My main concern is the finish pealing on the extractor, can this be sent to HK and be fixed under warranty? Should I ask for some of my money back or should I ask for a new gun?

Chances are what you are describing is perfectly normal. If the extractor is a purplish color, then consider yourself an honorary member of the purple extractor club!
Now as far as your side wear, consider that just a normal part of everyday use. The finish that HK uses goes down into the actual metals. I would not be concerned at all unless your looking for a safe queen.
With that said, pack up your range bag and go shootin'. :)

spetrola, your gun is normal. . . the extractor is made of a different alloy than the slide, and will look different. Not to worry, All USPs look like that.
A 2003 model USP Compact 9mm is essentially the same as a 2007 model with regards to evolution, quality, and value, so I wouldn't worry about that either.
As far as the finish on the slide is concerned, it tends to look blotchy when the foam lining in the black plastic case is directly touching the slide, because the foam soaks the oil off of it in spots. . . again, no big deal.
Shoot that baby and enjoy it! After you've put a few thousand rounds down the pipe, you won't even remember any of this.
