Sorry for the noob question, I read the FAQ and searched but only got more confused...

I have a USPc 9mm V1. Is there any way to decock the hammer while a round is in the chamber?

Yeah, push the safety down past the fire position, it also acts a chamber indicator as the hammer does not completely go back down. It will stick out slightly from the back, completely safe!

If I understand the question correctly...yes. Push down (towards the magwell) on the decocker. Pushing the decocker up will engage the safety.

Yep, push the safety lever all the way down past the "fire" position. The hammer should snap up to the decocked position. Don't worry, there's no chance that it will hit the firing pin. Never decock using the trigger! That's how bad things happen.

Common sense applies of course, but even when using the decocker, point the gun down and away in a safe direction.

Yes, you are safe decocking the gun with a round in the chamber. I understand your question as it freaked me out the first time I tried it and the hammer dropped. Like stated above, just point it in a safe direction to be extra safe.

Since we are talking about decocking, I always wondered what would happen to your fingers (esp. your thumb) if you were "thumbing" down the hammer using the trigger and a round would ignite accidently/negligently.

Anyone who ever heard of something like this happen?

It is dangerous in several ways.
First, if your thumb slips, the round will go "bang", and your thumb might need some serious TLC.
Second, even if you are successful in lowering the hammer, depending on model of firearm, the hammer is resting on the firing pin (ie - live round!!). If the firearm falls and lands on the hammer, the round will go "bang", and who knows where the firearm will be pointed at the time of discharge.
