I recently got a JF kit and mag and the mag isn't marked LEO/Military. Is this common or can the markings be removed?

We are talking about the white plastic 16/18 round Jet Funnel mags?
All of mine are LEO marked with "painted" black lettering. Although, I am sure this could be removed somehow as it is not engraved into the body of the magazine.

I've never seen one without the markings but I am sure they exist. Why would HK continue to mark them after the ban ended in 04?

I remember seeing unmarked mags listed for sale somewhere.

They do. Ones sold in Europe never had such markings.

Of course not. The markings were put on for US importation during the ban so LE and Gov't agencies could get them. There would be no reason to mark them if they were not bound for the US.
I am quite sure that ones imported into the US after our ban expired don't have the markings but I have not seen them. I never said they didn't have them, only that I have never seen any without them.

I was merely trying to reinforce your statement.
Logic dicates that markings cost. If they are no longer required, why to keep marking them? Probably after selling all stock of marked ones, only unmarked will remain in sale.
